As per our recent knowledge, Microsoft is no where near to bring the skinning ability officially into Windows 7, in simple world, Windows 7 will also not support the third-party MSStyles out of the box. You will have to go through the system file patching process for using the visual styles made by various skinners.
It's too early to say when we would be able to see Windows 7 visual styles but looks like Stardock has already started to work on Windows 7 skinning with zest and zeal. Island Dog just posted a screenshot of WindowBlinds 7 on forums.
