Although Microsoft tweaked UAC a lot in Windows 7, convenience and security have been a kind of contradiction ever. The improved UAC is not strong enough to break the rule. As a result, there are still a great many of people have it disabled after installation.
But, another annoying problem occurs. They will find the Desktop Gadgets out of order. When they attempt to open the sidebar or the gadgets, there will appear a system message reading "managed by system admin...."
If so, don't worry. Here is a way to fix it.
* WIN+R and type in regedit to open Registry Editor
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion \Sidebar \Settings
* On the right panel, right click and create a new DWORD named AllowElevatedProcess
* Double-click on it and change the key value to 1
* Restart your computer
